Neskantaga First Nation holds the record of longest drinking water advisory in Canada — 28 years. Yet their Chief, Chris Moonias, wasn’t consulted on the Clean Water Bill tabled in December. [1] The Federal government has made progress in lifting boil water advisories in 143 communities since 2015. But 27 Indigenous communities still don’t have clean, safe water for drinking or hygiene. [2,3] The Clean Water Bill could help change that – but some Indigenous leaders are saying that it’s inadequate and needs to be redrafted with meaningful consultation. [4] Asarial, over 4,600 Leadnow supporters have signed the petition calling on Indigenous Services Minister Patty Hajdu to support Indigenous communities in gaining access to clean water. Asarial, Canada’s government is failing Indigenous communities on one of our most fundamental human rights: access to clean water. [1] Right now, 28 Indigenous communities across Canada are still living under long-term boil water advisories and don’t have clean water for drinking or cooking. [2] The government has just introduced a Clean Water Bill to set new water standards in Indigenous communities. [3] But First Nations impacted by this critical issue of clean water say the Bill is inadequate and needs to be redrafted, with meaningful consultation with Indigenous communities. [4] The Trudeau Liberals claim they’re committed to reconciliation. This is a moment for us to push them to prove it. A groundswell of public support amplifying the need for changes to the bill to ensure both meaningful consultation and the fundamental human right to clean water are respected could get them back to the drawing board — so the law truly works to ensure clean water for all.
In 2010, the United Nations General Assembly declared safe and clean water for drinking and sanitation a human right essential to the full enjoyment of life and all other human rights. [5] Yet the Clean Water Bill as currently drafted requires the government to vaguely use its “best efforts” to ensure funding and access to safe and clean water. But “‘best efforts’ is not strong enough,” says Chief Allan Adam of the Athabasca Chipewyan First Nation in northern Alberta, located downstream from major oilsands projects and tailings ponds. [6] The federal government is once again failing to uphold its obligation to hold meaningful consultation with Indigenous communities. [7] This is unacceptable.
